Marine Wardens

“There is law on land. There must be law at sea.”
— Admiral Wynreth Kael, founder of the Marine Wardens

Overview

The Marine Wardens are the seaborne watchmen of the Morgdhavian Archipelago — a dedicated agency responsible for enforcing maritime law, maintaining order on the open water, and defending the vital sea lanes that knit the islands together. They are not a standing navy, nor are they simple harbor guards. They are an elite corps of investigators, inspectors, and enforcers with jurisdiction across the Archipelago’s coasts and currents.

Where the Tempest Guard brings the Crown’s might to the land, the Marine Wardens bring judgment to the waves. Smugglers fear their sails; pirates dread the flash of their signal lights in the dark.

Purpose & Responsibilities

The Wardens operate as both law enforcement and judicial officers of the sea. Their tasks include:

  • Inspecting cargo and passenger vessels for contraband or undeclared magical artifacts
  • Intercepting and apprehending smugglers, pirates, and unauthorized spellcasters
  • Investigating maritime crimes, from mutiny and theft to curses afflicting merchant crews
  • Monitoring safe-passage lanes through dangerous reefs and weather zones
  • Enforcing marine conservation laws and sacred sea rites, especially in the wake of divine influence
  • Coordinating with island authorities during port lockdowns, quarantines, or magical emergencies

Wardens are trained to operate with precision under pressure. Many are former sailors, naval officers, or arcane specialists with a deep respect for the sea and its perils.

Structure & Ranks

The Marine Wardens operate independently from the naval forces of the Archipelago, though they share certain dockyards, signal codes, and emergency protocols.

Leadership Hierarchy

  • High Admiral of the Wardens – Appointed by the Council of Seven, answers directly to the Queen and the Crown Navy
  • Tide-Commanders – Oversee regional flotillas and major port jurisdictions
  • Warden-Captains – Command ships or squads of investigators
  • Deepwardens – Elite field operatives tasked with difficult or sensitive missions, often alone
  • Harborwardens – Operate out of coastal towns, functioning as local enforcers and investigators
  • Cadets & Deck-Wardens – Junior officers in training or support roles

Key Assets

  • The Warden Fleet: A series of fast, maneuverable ships equipped for boarding, pursuit, and magical suppression
  • Sky-Sails: Messenger hawks and enchanted birds that carry orders and intelligence between outposts
  • Reef Lanterns: Floating buoys enchanted to detect illegal passage or divine anomalies
  • Siren’s Grasp: A mobile command ship rumored to carry a Warden-Captain who communes with the sea itself — though no outsider has ever confirmed it

Relationship with Other Agencies

  • Tempest Guard: Coordinated allies in port security and large-scale defense; occasional tension over jurisdiction during joint operations
  • Harbor Authority: Close partners, especially regarding ship inspections, contraband regulation, and port permits
  • Tidecallers’ Bureau: Collaborate during storms and divine weather anomalies; rely on Tidecallers to ensure safe passage through volatile waters
  • M.I.A.: The Marine Wardens often find themselves cleaning up M.I.A. operations without context — something many in the ranks resent quietly
  • Cartographers’ Guild: Rely on accurate sea maps, warded lanes, and depth charts; often escort Guild expeditions to uncharted isles

Culture & Reputation

Wardens are trained to remain calm and measured even in chaos. Their creed is restraint, not brute force — but they are no less deadly for it. To the common sailor, a Warden boarding is cause for nervousness, but also a mark of legitimacy. To pirates and traffickers, it signals a countdown.

Their uniforms are distinct: black and deep navy coats adorned with silver and storm-gray trim, each bearing the sigil of the Cresting Wave — a blade wrapped in seafoam.

They are both admired and feared. In lands where seaborne trade is the lifeblood of survival, the Marine Wardens are not just a necessity — they are the Crown’s voice on the tide.

Adventure Hooks

  • A Warden patrol intercepts a ship from Kes, but the vessel is empty… except for fresh blood and a sealed box humming with divine energy.
  • A respected Warden-Captain is accused of conspiring with pirates. The party is hired to clear their name — or confirm their guilt.
  • A cursed reef near Myrvos causes ships to vanish. The Wardens need outside adventurers to investigate underwater ruins and face what stirs beneath.
  • An ancient map surfaces in Kivana pointing to a “forbidden route” — one the Wardens have tried to erase from memory. Why?
